"...especially in our country, the often expressed anxiety and discomfort of mental health professionals as well as healthcare users due to the inability of the state mechanism to implement the necessary health policies that would upgrade the deteriorated provision of psychiatric services, despite the huge funds that have been allocated to the implementation of the so-called 'psychiatric reform', calls us to consider the role and responsibility of communities in this matter. Faced with this reality, the need to develop health policies based on the utilization of self-help actions arising from the community, that is, the individuals belonging to vulnerable groups and generally non-governmental organizations that aim to fulfill the social or other fundamental rights of their 'third' fellow citizens, becomes even more urgent. The utilization and enhancement of forms of active solidarity and reciprocity offered by civil society must constitute another form of action for health, which in synergy with the state and the market will shape that necessary social network that will be able to provide real and continuous support to the suffering individual. Social networks, citizen participation, reciprocity, and high levels of trust are terms that are connected and define the concept of 'social capital', which in turn is linked to civil society and the greater protection of mental health."
