The problem of refugee protection has taken a particular turn in recent years, due to the dramatic developments in Syria and Iraq, the effects of the so-called Arab Spring in many countries in the Middle East and North Africa (and, of course, always and constantly, in Afghanistan), and the objective risk that leads to the forced displacement of millions of people. However, this forced displacement not only constitutes a huge humanitarian and ethical issue, but also has political implications. Refugees are de facto or symbolically united with hundreds of thousands of other people who look to the West for a better fate. And this meeting causes political problems in host countries and in Europe as a whole, which is called upon to adopt a politically correct policy towards a problem that destabilizes it politically, especially when it tries to do what it should, namely the right thing. So, I would say that a regulatory consideration should have in mind the political destabilization caused by the refugee crisis in European countries (but also outside Europe), and should aim at the development of arguments capable of effectively confronting the preaching of extremist voices in European democracies. I mean a regulatory argument that can contribute, not of course to the automatic elimination of xenophobia (or, even worse, racism), but at least to the realization that the correct policy on refugees is not correct only for refugees, but also for ourselves and our democracies.
