The impact of bureaucracy, mismanagement, and poor implementation of laws has been visible and burdensome for the daily life of the Greek citizen for many years.
For legal professionals, the existence of conflicting and contradictory laws characterizes significant areas of public administration and creates serious problems in their implementation. Among others, tax, urban planning, and social security legislation constitute fields of legislative activity where identifying the applicable provisions poses a difficult legal challenge. The endemic bureaucracy is caused not only by the expanded role of the state and the new responsibilities it has assumed, but also by the suffocating pressure from various interests groups and individuals seeking exemption from general rules and the application of preferential regulations. The Greek state often responds to this demand in violation of the principles of equality and the rule of law.
The aim of the thoughts presented and developed in this book is to describe and highlight the key factors that reinforce the aforementioned pathological phenomena, essentially proposing a mapping of mismanagement [...] In this process, it was deemed that the contribution of comparative examples from the European Union and other legal orders would decisively contribute to the clarification of the phenomena. The study is concluded with the drawing of conclusions and the proposal of solutions at the level of constitutional policy as well as legislative reforms.
