The request for upgrading the role of Parliament has been steadily returning to public dialogue for the past twenty years. However, could the broader phenomenon of Parliament's downgrading and the mutations of parliamentarism be substantially addressed only through institutional interventions, that is, by amending the provisions governing the organization and functioning of the House? Could, in other words, the secondary participation of the House in critical political decisions be overturned with any institutional interventions, especially considering that the political system in our country is prime minister-centric and bipolar?
These questions concern not only the Greek case, but also occupy the political and scientific discussion in all parliamentary systems for decades. This does not mean that views that completely devalue the role of Parliament or approaches to its functioning as merely symbolic can be unquestionably accepted. On the contrary, the starting point of this volume is that the upgrading of Parliament can and should be achieved today.
