In terms of country, governance generally refers to the way (rules, procedures, and behaviors) in which power is exercised in the management of political, social, and economic issues.
The relationship between governance and corruption is very close, as poor governance provides great opportunities for the development of corruption, while extensive corruption is not compatible with good governance. A country characterized by a high degree of corruption can only be characterized at the same time by poor governance and vice versa.
Improving the quality of governance is therefore a necessary condition for effectively addressing corruption. It should be noted, however, that the quality and motivations of the senior leadership of governance also determine its functioning, as Y. Dror points out, no structure can compensate for mediocre governance leadership or mitigate the damage caused by corrupt leadership.
