This book was collectively written by seven academics who took on a variable public position (General or Special Secretary) in the government of 2009 with the main motivation to offer their scientific knowledge in the exercise of public policy in the field that each one knows well.
Despite their various experiences, different subjects, and the areas in which they were active, the narratives of the authors have a common denominator: the realization that the difficulties they faced are closely related to the characteristics of the functioning of public administration in the country, clientelistic relationships, and the anxiety about political cost that oppress the state, the bureaucracy that hinders the provision of services to the citizen and to healthy entrepreneurship, the explicit or implicit resistance of a multitude of political executives as well as public servants.
The texts of the authors also contain specific policy proposals as well as ways of implementing them in the respective fields.
